Minar holds a doctorate in government from Northwestern University, masters degree from Kellogg School of Management at Northwestern and bachelors degree in government from Pomona College.

He is a localhails the Chicago area and is married to Frank S. Becker, MD, a scholastic doctor for Northwestern University and the director of pulmonary and crucial care at Northwestern Lake Forest Health center.
